Dan Moy – Republican Candidate for the Fifth Legislative Locale in Virginia
Dan Moy was raised in the Bay Area of California. After attending Art University San Francisco and earning his degree in Visual Effects.
Moy is running against Republican Robert Good in the 5th District and advocates for policies to combat rising inflation and create manufacturing jobs while advocating for Second Amendment rights and law enforcement.
Early Life and Education
Moy lives in Charlottesville with his wife Kellie and sons Caleb and Titus, where he lectures at the University of Virginia’s Batten School of Leadership and Public Policy. Additionally, he serves on Governor Glenn Youngkin’s regional veteran’s coalition and is active with Charlottesville GOP.
His expertise includes air force acquisition, arrangement and planning; specifically counterterrorism measures, observation advancements and strategies. For his hard work he was awarded both The Defense Superior Service Medal and Legion of Merit medals.
His siblings include sister Veronica Lyssy and brothers Onufry Moy Sr. and Loraine Moy, as well as Ella Mae Kiser and Lorene Cansler (his spouse’s names were preceeded by death by both their parents). Dan Moy is currently employed at Passport Software Inc as a software developer. In his role, he designs and codes software applications before testing them and aiding with integration and deployment of new systems.
He has 27 years of operational and policy leadership experience, such as command of counterinsurgency operations, serving as the Deputy Military Advisor to the Ambassador of the United Nations and leading Air Force acquisition portfolio for unmanned intelligence surveillance and reconnaissance technologies, policies, and programs. For his efforts he received both the Defense Superior Service Medal and Legion of Merit awards.
He most recently served as Of Counsel with Bennett Fowler LLP in New York where his focus included complex commercial transactions, project and structured financing, securities law offerings (Regulation S offerings), asset protection planning, estate planning as well as corporate law advice.

Dan Moy is a retired Air Force colonel with 27 years of military operations and policy experience specializing in national and international security, global partnerships, defense planning and acquisition process. Throughout his career he served as combat commander, United Nations advisor and division chief of Pentagon’s Information Dominance Directorate where he oversaw multibillion-dollar acquisition portfolio including command and control systems, cyber security systems as well as unmanned intelligence, surveillance and reconnaissance (ISR) systems.
He is survived by his wife Joyce Elizabeth Padalecki of Kosciusko; two sons: Steven Moy and Daniel Lee Moy Jr; three daughters Denice Lee Lyssy, Kristy Diane Mechler and Veronica Moy; grandchildren; brothers: Clem and Hubert Cansler and sisters Ella Mae Kiser and Lorene Moy; two brothers Clem and Hubert Cansler (deceased); two nephews Clem and Hubert Cansler as well as uncle Clem. His parents Onufry and Clara Moy predeceased him;
Dan Moy is running as the Republican candidate in Virginia’s fifth legislative locale and he faces off against Robert Good, an incumbent from Campbell County Board of Supervisors who previously worked at Citi Financial.
Moy is an experienced Air Force officer with extensive expertise in counterterrorism, airborne observation advancements and systems and policies pertaining to airborne observation advancements as well as systems and policies in general. For this work he was awarded both the Defense Superior Service Medal and Legion of Merit medals.
Joyce Padalecki Moy is survived by her husband, three sons, and six grandchildren; as well as being an active member of Annunciation BVM Catholic Church where memorial donations may be made in his name. Robert George Good is running against him for Virginia District 5 primary congressional election and boasts an impressive resume, having worked on technology projects at Blackstone. Additionally, he worked at Nulite, Jib and Experian Data Quality before freelancing as an IT consultant on numerous project-based systems including customer relationship management, enterprise data warehousing, business intelligence and Rolodex automation systems.
