David Balton is departing the State Department to become a global fellow with Woodrow Wilson International Center for Scholars. He had served as the Arctic team lead since 2007.

Early Life and Education

David Bolton served for 12 years in the Office of Legal Adviser of the United States Department of State before being appointed ambassador. His expertise lay in international law, particularly the law of the sea and marine mammals; additionally, he chaired negotiations to produce an Arctic fisheries agreement.

On March 7, 2005, President Bush nominated Bolton as ambassador. While Republican lawmakers unanimously supported his nomination, some Democrats voiced opposition. On June 21st the Senate Foreign Relations Committee confirmed Bolton with a 10-8 majority; however some members had reservations about Bolton’s views on United Nations affairs. Senator Voinovich from Ohio circulated a letter in opposition to Bolton’s nomination; however a Democratic filibuster finally ended the debate and Bolton was appointed recess-appointed ambassador on August 1, 2005.

Bolton, who was raised in London but moved to the US with his parents during the 1960s, worked as a photographer for rock acts such as Herman’s Hermits, Yardbirds and Dave Clark Five. He traveled in the same circles as The Beatles, Janis Joplin and other stars to capture cultural changes during the British Invasion.

He then worked as an assistant to Andy Warhol, helping with his first film “Sleep,” and helped design the multimedia magazine Aspen. Furthermore, he co-wrote Charles Manson’s biography with Rolling Stone co-founder Jann Wenner.
