David Garman – A Lifelong Water Technology Expert and Strategic Visionary

David Garman served as Assistant Secretary of Energy Efficiency and Renewable Energy from 2007 until 2012. During his tenure, he reorganized the Office of Energy Efficiency and Renewable Energy to be more efficient, focused on results, and more accountable.

Unfortunately, until more facts are known, his reinstatement and new assignment send the wrong message. This is especially so in light of two 2009 state reports which detailed shocking abuses committed by members of Minneapolis Police Department’s Strike Force.

Early Life and Education

Garman has earned a deserved reputation as an accomplished water scientist in Australia. Throughout his career, he held various leadership roles within the field, such as Executive Director of the Environmental Biotechnology Cooperative Research Center and Director and Chairman of Phoslock Water Solutions Ltd.

His research has focused on microbial agents and biosciences, particularly in the area of wastewater treatment. His work has been published in multiple journals.

He recently joined the University of Wisconsin-Milwaukee as the new head of its School for Water Science. This school will include a Center for Water Policy that UWM hopes will foster connections between scientific research and industry while placing Milwaukee at the forefront of global water debates.

He is survived by his wife Sarah; three children Micheala, Kyle and Ryley; parents David (Linda) and Sondra; siblings Stayce, James, Donnie, Johnny and Lonnie; as well as friends who were touched by David throughout their lives. A memorial service will be held on Wednesday November 30th at 3pm at Grace Place in Berthoud, Colorado on behalf of David on this special day.

Professional Career

David Garman has been an accomplished professional for over three decades. He founded Garman Investment Group, a financial firm that specializes in protected growth investments.

He holds Series 7, 65 and 63 general securities licenses as well as insurance brokerage agreements with multiple insurance companies. Furthermore, he provides retirement planning services to his clients.

He is also the president of International Water Association and serves on its Board of Directors.

He is an expert in water technology and former Associate Vice Chancellor for Water Technology, Research and Development at the University of Wisconsin-Milwaukee (UWM). He has served on numerous industry boards and committees while being a pioneering figure in water research and policy for many years.

David Garman was an esteemed water technology expert and visionary in his field. He served as founding Dean of UWM’s School of Freshwater Sciences and Chief Technology Officer for The Water Council in Wisconsin.

He served as Assistant Secretary for Energy Efficiency and Renewable Energy at the Department of Energy, leading its largest research, development, and deployment portfolio ever. His accomplishments included founding America’s first cooperative automotive research partnership – FreedomCAR program – as well as President Obama’s Hydrogen Fuel Initiative.

He is the inventor of the AIR CRADLE(r), a patient transfer system which was an award winner at the 2019 Blackwood Design Awards. For his services to healthcare, he was made an Officer of the Order of British Empire (OBE).

Personal Life

David Garman always put people before himself. As a loving husband and father of three, he put others before himself. Additionally, he was an avid NASCAR fanatic.

He enjoyed being outdoors and spent many hours cultivating his garden paradise and immaculate yard. Additionally, he loved traveling, visiting lighthouses and covered bridges for their breathtaking views.

In his free time, he served as vice president of the Radnorshire Wildlife Trust and planted a vast expanse of broad-leaved woodland with over 10,000 trees near Llandrindod Wells in Powys.

Even after his company was sold, David ET Garman Concepts continued to create innovative products through patient lifting and handling equipment that is now sold to hospitals, care homes, day centres and ambulance services worldwide.
